PURPOSE AND EFFECT

This Statement explains the basis on which Frequency Fortress receives and deploys Phase I provision. It identifies the current recipient, the bridge-period operating model, the effect of a transfer and the rights it creates, the mission's discretion and the process for material transfers.

The public invitation is a genuine request for voluntary mission support. It is not offered as shares, debt, a regulated investment, a defined service or a financial return. The preserved versions of the Phase I Packet, including their mythic, ceremonial and spiritual language, remain part of the Frequency Fortress corpus. For provision transferred after this Statement's effective date, on the basis of these Terms, this Statement governs the legal effect of the transfer where earlier material is incomplete, non-literal or inconsistent.

Nothing in the Phase I Packet, this Statement or any communication from Andrew Pletnev, Frequency Fortress or SEAL Team 69 constitutes personalised financial, legal or tax advice. Each individual must decide independently whether and how to support the mission. They may review the current corpus, make enquiries, request supporting material, conduct whatever factual, legal, financial, technical or reputational due diligence they consider appropriate, and obtain independent advice as they consider necessary.

1. MEANING AND SCOPE OF PROVISIONING

Frequency Fortress uses provisioning as an umbrella term for voluntary support provided to the mission. It may take the form of fiat currency, digital assets, physical goods, equipment, infrastructure, practical or professional assistance, introductions and network access, distribution, communications support, signal amplification or other resources. Where provision consists of fiat currency, digital assets or another transferable resource, the resource passes to the relevant recipient for use under this Statement, the published Phase I allocation framework and Andrew Pletnev's good-faith mission discretion. The transfer terms in this Statement apply only to resources capable of being transferred.

A Phase I transfer does not create any of the following interests, arrangements or entitlements:

• shares, equity, partnership, membership or beneficial ownership;
• a loan, deposit, debt claim or promise of repayment;
• a security, collective investment scheme or other regulated investment product;
• goods, employment, professional advice or a defined service in exchange for the provision;
• a current token allocation, cryptoasset, DAO interest, vote or formal governance right; or
• profit, appreciation, revenue share, yield or another financial return.

Frequency Fortress is not presently a registered charity. Provisioning is not represented as a charitable donation and no Gift Aid or other personal tax deduction is promised. Words such as donation, offering, investment, capital or energetic contribution used elsewhere do not enlarge the current rights stated here.

2. CURRENT RECIPIENT, BRIDGE PERIOD AND FORMALISATION

Until a receiving structure is constituted and activated, Andrew Pletnev is the sole recipient and controller of Phase I financial provision. Fiat may enter accounts or cards in his name and digital assets may enter wallets whose keys he controls. Published payment routes are means of transferring provision. Their use does not mean that a bank, exchange, wallet provider, trust or company endorses or supervises Frequency Fortress itself.

Until a successor recipient is expressly identified for a transfer, references in this Statement to Frequency Fortress or SEAL Team 69 mean Andrew Pletnev acting in those mission capacities, not a separate legal person. Later formation of an entity does not by itself release existing obligations.

The current operating model includes an interim bridge period from personal receipt and control into formal mission infrastructure. The Formalisation Trigger occurs when cumulative accepted, unrestricted Phase I financial provision reaches £1 million. Provision counts towards the £1 million total once it is sufficiently liquid and available for lawful use. Its sterling value is recorded at that point. Subsequent authorised expenditure does not reduce the cumulative total. Andrew Pletnev may activate the process earlier by a dated written record that available resources are sufficient to fund formalisation without disabling immediate mission operations.

The 90-day review period begins automatically on the date the qualifying cumulative total first reaches £1 million, or on the date of an earlier written activation. The Formalisation Trigger Notice records that date; issuing it later does not defer the start. At approximately 90 days, Frequency Fortress will document the status of the receiving structure, banking, accounting, custody, records, governance, asset ownership and operational separation. This is a status review, not a guarantee that a particular structure, account, arrangement or tax classification will be completed or available by a fixed date.

Provision may be deployed before the Formalisation Trigger, including from partial or incremental receipts. Deployment priorities, amounts and timing remain within the disclosed mission discretion and depend on resources actually available; the trigger is not a minimum funding condition for expenditure.

Early uses may include:

• rent arrears, debt cover and immediate personal stabilisation;
• a recovery and performance container, travel and ordinary living provision;
• computer hardware, communications, subscriptions and other working infrastructure;
• legal, administrative, accounting and entity-formation work;
• Christed Neural Mirror research, engineering and operating costs;
• the proposed new venture funding and gym equipment upgrades (intended as non-repayable gifts without equity or profit-sharing rights);
• friendship honorariums and family support; and
• other expenditure falling within the broad Phase I allocation framework.

The early expenditure profile therefore may be materially front-loaded. Frequency Fortress will retain a private record of accepted financial receipts and material expenditure.

After an appropriate structure is activated, new provision will be directed to the account, wallet, company, trustees or other legal recipient identified in the then-current documentation. Andrew Pletnev may continue to serve in one or more authorised roles and may receive remuneration, stipends, accommodation or other mission-use benefits where the final structure and applicable rules permit. The documents establishing and governing that structure will define those roles and benefits.

3. MISSION CONTROL, BUDGET AND MAJOR ASSETS

The Phase I target remains £6.9 million. The Packet and its financial annex describe a planning envelope, not escrow, segregated sub-funds or a promise that every item will be funded in the sequence or amount first shown. Provision is unrestricted unless Frequency Fortress agrees a specific restriction in writing before transfer.

Frequency Fortress may change expenditure timing, suppliers, methods, sequence, location and amounts; move resources between disclosed Phase I categories; establish reserves; or delay, replace or abandon an item in response to mission, technical, legal, market, personal or operational conditions. These decisions remain with Andrew Pletnev, Frequency Fortress and SEAL Team 69. They will be made in good faith within the mission framework disclosed in the Phase I Packet, and proportionate records will be retained.

Provisioners may ask questions and offer insight concerning the mission. However, they receive no approval, veto, supervision, expenditure-control or inspection rights unless a separate written record for that transfer expressly grants them. Anyone requiring ring-fencing, milestone release, continuing approval or a defined reporting schedule must obtain written agreement before transferring any provision.

The Citadel housing and Ceremonial vehicle will not be contracted for or acquired until an appropriate ownership structure exists. Once acquired through that structure, they are intended to be designated ceremonial mission assets, non-transferable for profit and held in long-term mission service. A lawful sale, replacement or restructuring remains possible where the mission requires it, with resulting value intended to remain in the owning mission structure except for authorised and recorded remuneration or benefits.

The asset designation above is a mission-use policy to be implemented in the eventual ownership documents, not a representation that a legal asset lock already exists.

Frequency Fortress may pursue lawful tax optimisation, religious or ceremonial classification, and cultural protection where the actual structure and facts support them.

4. PROVISIONER RIGHTS, STEWARDSHIP AND RECIPROCITY

Current Rights

In addition to the stewardship commitments below, financial or transferable in-kind provision carries the following current rights, subject to the receipt and attribution provisions in Section 7:

• recording in the Christed Vault Ledger using the information reasonably available;
• factual confirmation of a verifiable receipt through the published contact channel;
• a requested public, private, pseudonymous or anonymous presentation where reasonably possible; and
• any additional right expressly granted in a written record for that transfer.

Ledger recognition does not itself create ownership of mission assets, a legal trust interest, membership, office, agency, repayment, jurisdictional authority or a present economic entitlement. The private Ledger is the underlying record; any public version may omit, aggregate, pseudonymise or delay information for privacy, security or operational reasons.

Stewardship Commitments

Frequency Fortress undertakes:

• to deploy provision in good faith within the mission framework disclosed in the Phase I Packet;
• to maintain proportionate receipt and expenditure records;
• to publish mission updates when there is meaningful progress and capacity to report; and
• to maintain a communication channel for factual requests and questions about receipts, the Ledger and the mission's current status.

These commitments are not investor reporting, fiduciary asset management or an undertaking to provide continuous personal access to Andrew Pletnev. A future trust or entity may create duties for its trustees, directors or officers under its own documents and applicable law; those duties are not present rights of a Phase I provisioner unless expressly stated.

Discretionary Future Reciprocity

Frequency Fortress honours support through enduring Ledger recognition and may extend further reciprocity as the architecture comes online. Possible forms include access to technology, software, research, prototypes and infrastructure; participation in the Christed Neural Mirror or Conscious Currency Protocols; private channels, briefings and one-to-one communications; events, hospitality, sanctuary and network access; ceremonial status, artefacts, privileges and legacy recognition; and other benefits created by the future mission architecture.

Unless expressly activated later, the form, timing, duration, eligibility, quantity, transferability and economic value of future reciprocity remain undetermined and within mission discretion. Provisioning does not itself purchase a token, property, service, governance function or future outcome. Mythopoetic expressions such as Christed returns, provisioning power, sovereign access or keys are not fixed formulas, valuations or warranties of financial return.

5. MISSION COMMUNICATIONS AND EXPRESSIVE AUTONOMY

Mission drops are primarily public transmissions, progress updates and creative or technical releases. They are not a purchased stream of private entertainment or bespoke content. Frequency Fortress may also provide provisioners with private channels, direct updates and higher-access communications according to the relationship, provision level, tier, security and available capacity.

Frequency Fortress is an independent artistic, spiritual, technical and cultural project. Its work may use myth, ritual, satire, absurdism, prophecy, sexuality, profanity, humour, provocation, experimental interfaces, controversial ideas and unfamiliar forms of expression. Provisioning does not grant editorial approval, prior consultation, censorship, takedown authority or control over the mission's voice, personnel or creative direction.

Feedback and direct dialogue are welcomed. Final artistic, technical, spiritual, financial and operational direction remains with Andrew Pletnev, Frequency Fortress and SEAL Team 69. Disagreement with lawful expression or concern about association does not, by itself, create a repayment or compensation right. Nothing in this section authorises unlawful conduct or removes a right that cannot lawfully be excluded.

6. CONSCIOUS CURRENCY AND FUTURE SYSTEMS

The Packet describes an intended progression from the Christed Neural Mirror into wider architecture, including the Conscious Currency Protocols, treasury arrangements, token functionality and decentralised governance. These are genuine parts of the mission vision but are not presently activated as an issuance, sale, allotment or grant of financial or governance rights.

A future token may be designed for access, identity, participation, coordination or system functionality rather than as a representation of fiat-denominated value. Design and architectural intent do not determine legal, tax or regulatory classification. Before any token distribution, treasury programme, formal DAO or specific entitlement becomes operational, Frequency Fortress will define the system, rights, restrictions and activation date in separate documentation and review the actual features. Phase I provisioning does not issue, sell, reserve or allot any token or formal governance right.

7. PRIVACY, MATERIAL TRANSFERS AND RECEIPT

Frequency Fortress supports lawful financial privacy and privacy-preserving technology. A provisioner may choose a public, private, pseudonymous or anonymous presentation. Private evidence may still be retained, including transaction references, dates, amounts, valuation records, communications and identifiers supplied voluntarily or required for a particular route or legal issue.

Public anonymity does not require private identification in every case. A person who chooses not to identify themselves may be unable to correct an error, establish attribution, obtain relationship-based access or complete a transfer where law, a provider or the transaction's circumstances require more information.

Receipt, acknowledgement of the applicable Terms, and verified attribution to a claimant are separate facts. The Ledger records each only to the extent evidenced. An accepted anonymous receipt may remain unattributed without preventing later recognition. Access or reciprocity requiring a verified relationship may be unavailable until the claimant supplies proportionate evidence and any information lawfully needed for that feature. No future entitlement or universal identity requirement is created by this record.

A transfer of £25,000 or more, alone or in connected transfers within 30 days, follows the Material Transfer Protocol. For an arranged transfer of £250,000 or more, a short transaction-specific Provisioning Confirmation is normally agreed before transfer. Unsolicited receipts are handled under the receipt provisions below. A smaller transfer is escalated only where a concrete legal, sanctions, suspected criminal-property, fraud, error, technical or provider issue arises, or where the sender requests a restriction or special right.

A resource is received when it becomes controllable through a designated account or wallet. A transfer made through a current route is recorded as provision unless it is identified as mistaken, unsupported, unlawful, subject to unresolved conditions or otherwise unsuitable for deployment. An unidentified or unsolicited transfer may remain unassigned while its treatment is assessed.

Provision made on the basis of this Statement and accepted as such is intended to be final and irrevocable. It is not repayable because the mission changes, develops more slowly than expected, does not deliver a hoped-for outcome or exercises its disclosed discretion differently from a provisioner's preference.

Frequency Fortress may hold, reject or return a transfer affected by mistake, duplication, fraud, sanctions, technical incompatibility or mandatory law. A person claiming error must contact Frequency Fortress promptly and provide enough evidence to identify the transfer and establish authority. Recording an unsolicited receipt does not by itself establish agreement to these Terms; its treatment depends on the available evidence and applicable law.

8. PROVISIONER REPRESENTATIONS, RELIANCE AND RELATIONSHIP

Mere receipt of an unsolicited transfer does not establish that the sender read or accepted the following representations. A sender who agrees to make transferable provision on the basis of this Statement confirms that they:

• have legal capacity and authority to transfer the resource and, where acting for another person or organisation, have disclosed that capacity and obtained the required authority;
• own or lawfully control the resource and are not transferring it in breach of another person's rights, sanctions, court order, trust, duty or contractual restriction;
• have disclosed every condition, restriction, side arrangement or expected present right before transfer;
• have reviewed the current governing documents and had a reasonable opportunity to ask questions, request supporting material, conduct due diligence and obtain independent advice;
• are acting voluntarily, can bear the full loss of the resource and are not relying on repayment, liquidity, appreciation, a defined financial return or completion by a fixed date; and
• are not relying on an oral statement, social-media exchange, meme, prediction, ceremony or historical document as creating a right inconsistent with this Statement or a written record for that transfer.

Provisioning does not create a partnership, joint venture, agency, employment, advisory, trustee-beneficiary or fiduciary relationship between the provisioner and Andrew Pletnev, Frequency Fortress, or SEAL Team 69.

A later relationship may be created only by a separate written instrument that establishes it.

9. TAX REGULATION AND SPIRITUAL JURISDICTION

Frequency Fortress maintains that provisioning is voluntary support for a spiritual, technological and planetary mission. It is not requested as consideration for goods, services, employment, equity, debt or a defined financial return. The mission reserves the right to advance and defend the characterisation of any receipt, asset or activity by reference to its true purpose, surrounding facts and preserved records. Frequency Fortress may later establish trust, charitable, religious, public-benefit or operating structures and claim any treatment the actual structure, activities and applicable requirements support. No future status is represented as currently active. Mission terminology does not, by itself, determine the treatment applied by an external authority.

Frequency Fortress affirms spiritual law, natural law and Christed jurisdiction as sources of mission doctrine, sovereign expression and internal governance. Nothing in this Statement abandons that position or waives the mission's right to challenge, through lawful process, an external characterisation, jurisdiction or treatment. Spiritual jurisdiction is not presented in this operational document as automatically disapplying mandatory terrestrial law.

10. RISK AND ABSENCE OF GUARANTEES

Phase I is an ambitious pre-infrastructure deployment. Execution depends on the amount and timing of provision, technical development, counterparties, market and regulatory conditions, the Founder's capacity and systems that do not yet exist. Timelines, methods, allocations, participants and architecture may change materially. A contemplated system, asset or programme may be delayed, reduced, replaced, delivered differently or not completed.

A provisioner must be able to bear the total loss of a transferred financial resource. No person should provision resources required for ordinary living or rely on repayment, liquidity, appreciation, measurable financial value, continuing access, public recognition or completion of a particular system by a particular date.

The Packet speaks with prophetic, ceremonial and mythopoetic certainty as part of its artistic and spiritual voice. That voice expresses conviction, direction and mission doctrine. It does not convert an intended outcome, prophecy, metaphor or ceremonial designation into a contractual warranty or measurable performance promise.

11. DOCUMENT STATUS, PRECEDENCE AND VARIATION

This Statement takes effect only once approved, published and assigned an effective date. It operates alongside the preserved Public Legal Summary and wider Phase I Packet, which remain part of the historical, artistic, spiritual and ceremonial corpus. For provision transferred after this Statement's effective date on the basis of these Terms, this Statement prevails on questions about the legal effect of the transfer – including the recipient, legal structure, ownership, acceptance, rights, bridge period, future systems, privacy, finality and other transaction effects – where earlier material is incomplete, non-literal or inconsistent.

The current Material Transfer Protocol forms part of the process for a material transfer and governs that process. A transaction-specific Provisioning Confirmation prevails over this Statement only where it identifies the provision and expressly states the term it varies. An oral statement, informal message, social-media exchange or ceremonial document does not vary these terms unless Frequency Fortress expressly adopts the variation in a written record for that transfer.

This Statement does not operate retrospectively or alter the facts or terms of an earlier transfer. Each revision carries its own version and effective date, and superseded versions are preserved. The applicable version is the one made available and agreed for the transfer before it is initiated, unless the parties subsequently agree an identified variation. Later acknowledgement may establish a future relationship but does not imply earlier consent.

12. TERRESTRIAL GOVERNING LAW AND DISPUTES

Without limiting the mission's spiritual doctrine or internal jurisdiction, the terrestrial legal effect of an accepted provision and these operational terms is governed by the law of England and Wales. This is subject to applicable mandatory law. Nothing in these Terms or the Material Transfer Protocol excludes liability for fraud or removes any right, remedy or obligation that cannot lawfully be excluded.

13. TRANSFER CONFIRMATION

Before a material transfer, confirm the current destination and document versions directly. Public bank and wallet routes may change.

PURPOSE

This Protocol sets out the process for making significant transfers during Phase I. It confirms the current route, records any restriction and creates a proportionate transfer record. The Phase I Provisioning Terms and Public Transparency Statement governs the legal effect of provision.

Identity disclosure is optional unless information is needed because of a concrete legal, sanctions, suspected criminal-property, fraud, error, technical or provider issue, or because the sender requests a restriction, special right or relationship that cannot be documented anonymously.

1. TRANSFER THRESHOLDS

Connected transfers from the same or associated source within 30 days are aggregated where the relationship between persons, wallets, accounts or transactions is known or reasonably apparent. Splitting or routing a transfer in parts does not avoid the applicable process.

Tier recognition follows the bands and currency shown on the provisioning page, subject to the Terms on current rights and discretionary future reciprocity. The transfer thresholds in this Protocol serve a different purpose and do not themselves create additional rights. Protocol thresholds use a reasonable sterling value recorded when arranging the transfer and checked against the actual resource received. Unsolicited receipts are assessed at receipt.

2. BEFORE A MATERIAL TRANSFER

1. I. Before a material transfer, contact Andrew Pletnev through a publicly displayed channel on the Frequency Fortress website and confirm the transfer destination.
2. II. State the proposed amount or resource, asset and network if relevant, timing, purpose, and any condition or expected right. Otherwise the provision is treated as unrestricted and subject to the current Terms and this Protocol. Verify the transfer details, as these may change.
3. III. Choose public, private, pseudonymous or anonymous Ledger presentation. Private identification remains optional except in the circumstances stated above.
4. IV. Frequency Fortress and the sender will record written or electronic acknowledgement of the applicable documents, intended route, status and any transaction-specific terms. An electronic message is sufficient unless a signed instrument is requested.

For a Documented or Strategic transfer, retain the written route confirmation and the versions of the Terms and this Protocol supplied or identified.

3. ACCEPTANCE RECORDS AND PROVISIONING CONFIRMATION

For a transfer of £25,000 or more, Andrew Pletnev records acceptance or other treatment in writing or electronically. Where the sender is in contact, confirmation is also communicated to them. The private Christed Vault Ledger records the amount or resource received, where known, together with the available receipt and acceptance dates, valuation basis, route, transaction reference, review level, restrictions, privacy preference and supporting evidence. Sender identity or chosen identifier, acknowledgement of the applicable Terms, and verified attribution are recorded separately and only where evidenced.

For an arranged transfer of £250,000 or more, a concise Provisioning Confirmation is normally agreed before transfer. It identifies the recipient, resource, document versions, any agreed restriction or express current right, and dated electronic or signed acknowledgements. The same form may be used below £250,000 if either side requests it. Unsolicited receipts follow Section 4. 4. RECEIPT RECORDING AND ERRORS

A resource is received when it becomes controllable through the confirmed account or wallet. It is recorded as provision unless it is identified as mistaken, unsupported, unlawful, subject to unresolved conditions or otherwise unsuitable for deployment. The private Christed Vault Ledger or associated accounting record will record the available transaction evidence and privacy status.

An unidentified or unsolicited transfer may remain unassigned while its treatment is assessed. Subject to applicable law and concrete concerns, Andrew Pletnev may accept an anonymous receipt as mission support without named attribution. Receipt or acceptance does not prove the sender agreed to the Terms or establish a special right. A later claimant must provide proportionate evidence linking them to the transfer before relationship-based access or reciprocity can be considered; public anonymity may be preserved. Any later agreement applies on the basis it states and does not imply that the sender consented earlier.

A person claiming mistake or unauthorised transfer must contact Frequency Fortress promptly and provide sufficient evidence to identify the transaction and establish authority over the funds. Frequency Fortress may require security checks and may issue a return only through a route that it considers lawful and technically safe. No return is promised where it is unlawful, impossible, unsafe, unsupported or claimed by a person who cannot establish authority.

Where lawful, a return may be reduced by reasonable, unavoidable costs directly attributable to that particular return, with the basis and amount recorded and communicated where possible. General tax liabilities or open-ended professional costs are not automatically charged to the sender; responsibility for the underlying error must be taken into account.

5. OPERATIONAL SAFEGUARDS

• Use only the asset, network, account or wallet confirmed before initiating the transfer. Reconfirm any revised instructions before sending. A later route change does not retrospectively invalidate a transfer already initiated in accordance with confirmed instructions.
• Do not send unsupported tokens, NFTs, bridged assets, locked assets, leverage positions, credentials or physical goods without prior confirmation.
• Frequency Fortress may decline a route because of technical, custody, sanctions, fraud, security, banking, exchange, tax, accounting or operational concerns.
• The sender is responsible for following confirmed instructions and accurately executing the transfer. This does not exclude responsibility for incorrect instructions supplied by Frequency Fortress or liability that cannot lawfully be excluded.
• Frequency Fortress may pause, decline or return a transfer where a concrete legal, sanctions, suspected criminal-property, fraud, error, technical or provider issue requires it.

6. STATUS VERSION

This Protocol takes effect only once approved and published with an effective date. The version supplied and agreed before initiation governs an arranged transfer, subject to any expressly agreed variation. Later publication or acknowledgement does not retrospectively establish consent to an earlier transfer. The Terms govern legal effect and mandatory-law safeguards.

This document outlines Frequency Fortress's proposed legal and ownership structure, to be developed as resources permit through the formalisation process below. It describes the bridge model and proposed structure without assuring any particular protection, tax outcome or legal form.

This is not a trust deed, company constitution, charity registration, tax ruling or appointment. The final structure will be selected after reviewing the mission's actual functions, jurisdictions, assets, private benefits, commercial activity, banking and custody needs.

1. PRESENT POSITION

The current recipient, bridge-period treatment and present provisioner rights are stated in the Phase I Provisioning Terms and Public Transparency Statement. No trust or entity described below is active merely because it appears in this Overview, and no provisioner becomes a trustee, beneficiary, shareholder, member or owner solely by provisioning the mission.

2. FORMALISATION TRIGGER

Formalisation work may begin whenever resources permit. The 90-day review starts automatically when cumulative accepted, unrestricted Phase I financial provision first reaches £1 million, counted when sufficiently liquid and available for lawful deployment at its reasonably recorded sterling value.

Subsequent authorised expenditure does not reduce the cumulative total. Andrew Pletnev may activate earlier by dated written record on the basis set out in the Terms. The Trigger Notice records the start date and cannot defer it. At approximately 90 days, Frequency Fortress records progress, outstanding matters and any revised timetable; this is not a guaranteed completion date.

The £500,000 legal and structural allocation in the Packet is the broad Phase I budget envelope for this work, including entities, trust or foundation work, operational security and future governance. It is not the price of one structure and is not the Formalisation Trigger.

3. PROPOSED STRUCTURAL TEMPLATE

The working design is a mission stewardship vehicle above an operating company, with an optional asset vehicle where property, financing, liability or tax treatment makes separation useful. The structure should fulfil these functions; its legal form and jurisdiction remain undecided.

4. FOUNDER DIRECTION AND ACCOUNTABLE CONTROL

Andrew Pletnev is intended to retain his equivalent role as Founder, Commander and Mission Architect. If a trust is adopted, he intends to serve as a founding trustee, subject to lawful appointment. The final documents should preserve defined founder authority over mission doctrine, identity, core intellectual property, senior appointments, change of purpose and disposal of protected mission assets, so far as the chosen law and each office-holder's duties permit. No trustee appointment presently exists.

Founder authority must be expressed through lawful reserved powers, appointments, contracts and constitutional rights. Independent trustees or directors may be used for conflict resolution, regulated matters and transactions involving Founder benefit. The structure should authorise and record reasonable stipends, remuneration, expenses, accommodation, travel, recovery support and mission-asset use where they serve the mission and the selected form permits them.

5. RECEIPTS, ASSETS AND OPERATIONAL FLOWS

• After activation, new provision will be routed to the legal recipient identified in the current documents.
• The stewardship vehicle may hold protected assets and fund the operating company under documented budgets, grants, service agreements, capital or other lawful arrangements.
• Bridge-period resources and mission items will be reconciled and, where appropriate, transferred, assigned, reimbursed or documented under a transitional arrangement.
• Provisioner recognition remains in the Christed Vault Ledger. Provision does not by itself create ownership, membership or beneficial rights in any vehicle.

6. MAJOR ASSETS

The Citadel housing and Ceremonial vehicle will not be contracted for or acquired until an appropriate ownership structure exists. Before acquisition, the review will identify the legal owner, funding route, permitted mission and personal use, occupation or licence terms, insurance, tax, maintenance, conflicts, disposal and treatment of sale proceeds.

Once acquired through the formal structure, these assets are intended to be designated ceremonial mission assets, non-transferable for profit and held in long-term mission service, subject to the permitted disposal and proceeds provisions in Section 3 of the Terms. This policy will be implemented in the ownership documents; it is not an existing legal asset lock.

7. FORMALISATION DECISIONS

The review will address and record progress on jurisdiction and legal form; governing documents and founder powers; appointments; banking, custody, accounting and records; applicable tax and regulatory treatment; conflicts and Founder benefits; reconciliation of bridge-period receipts and assets; and the ownership, reporting and counterparty materials needed for institutionally compatible Phase II funding.
Implementation and any religious, charitable or public-benefit classification remain subject to the selected form, actual activities and applicable requirements.

8. ACTIVATION AND RELATIONSHIP TO OTHER DOCUMENTS

A structure takes effect only once the steps required to establish it have been completed and it is identified as active in the current documentation. Until then, references to a future trust, foundation, company, treasury, trustees, directors, bank account or multi-signature wallet are plans rather than present facts.

The Phase I Provisioning Terms and Public Transparency Statement governs the present legal effect of new provision. The Material Transfer Protocol governs the transfer process. This Overview sets out the basis for structural planning and does not itself create provisioner rights or vary a transaction-specific Provisioning Confirmation.
